Karnataka IAS-IPS Transfer 2026: Major Reshuffle Across Key Departments
The Karnataka government on Sunday announced a major reshuffle of senior IAS and IPS officers. This is the first significant bureaucratic overhaul since Chief Minister D K Shivakumar took office charge on June 3, 2026.
The government transferred officers across several key departments. These include forests, urban development, transport, police intelligence, and the Chief Minister’s Office (CMO).
Six IAS officers and three IPS officers received new postings through separate government notifications.
New Programme Monitoring Post Created in CMO

One of the most important decisions involves IAS officer Munish Moudgil of the 1998 batch.
The government appointed him to the newly created position of Principal Secretary to the Chief Minister (Programme and Project Implementation) in Bengaluru. He will hold this responsibility in addition to his current role.
At present, Moudgil serves as Special Commissioner (Administration, Revenue and IT) at the Greater Bengaluru Authority.
The government has granted the new post the same status and responsibilities as a Principal Secretary-level position.
Importantly, the creation of this role indicates that the new government wants closer monitoring of flagship schemes and major development projects.
Anjum Parwez Gets Forest Department Posting
Senior IAS officer Anjum Parwez (1994 batch) will now serve as Additional Chief Secretary (ACS), Forest, Ecology and Environment Department.
Earlier, Parwez worked as ACS to former Chief Minister Siddaramaiah. However, after D K Shivakumar assumed office, the government appointed Tushar Girinath as ACS to the new Chief Minister. As a result, Parwez was awaiting a new posting. The latest order has now resolved that situation.

Urban Development and Transport Departments See Changes
The government has appointed Cauvery B B (2008 batch) as Secretary, Urban Development Department.
She takes over the position previously held by Deepa Cholan.
Meanwhile, Deepa Cholan has moved to the Transport Department. She will now serve as Secretary, Transport Department, Bengaluru.
She replaces Dr Prasad N V, who has been transferred.
Venkatesh M V Posted as Registrar of Co-operative Societies
The government has transferred Venkatesh M V (2009 batch) to the post of Registrar for Co-operative Societies.
Previously, he served as Secretary in the Planning, Programme Monitoring and Statistics Department.
He will fill an existing vacancy in Bengaluru.
Selvanani R Takes Charge of Transport and Road Safety
Another key change involves Selvanani R (2013 batch).
She previously served as Managing Director of the Karnataka Urban Water Supply and Drainage Board.
Now, she will serve as Commissioner for Transport and Road Safety, Bengaluru.
She replaces Yogeesh A M, who has been transferred.
IPS Reshuffle Focuses on Intelligence and CID
The government also announced changes in the IPS cadre.
Most of the transfers affect intelligence and investigation units.
Pronab Mohanty Moved to CID
Pronab Mohanty, Director General of Police (DGP), Internal Security Division, will now head the Criminal Investigation Department (CID), Special Units and Economic Offences.
In addition, he will continue to hold charge as DGP (Cyber Crimes), CID, Bengaluru.
Chandragupta Posted as IGP Intelligence
The government has transferred Chandragupta, currently IGP Security (Intelligence), to the post of IGP Intelligence.
He replaces Labhu Ram, who has been transferred.
The government has also declared the IGP Intelligence post equivalent in status and responsibilities to the cadre post of IGP, CID.
What Does the Reshuffle Mean?
The transfers come just days after the new government took charge.
Moreover, the changes cover a wide range of departments. These include environment, urban development, transport, intelligence, and project implementation. Most notably, the government has created a dedicated programme and project monitoring role within the CMO. By assigning this responsibility to a senior officer, the administration appears to be strengthening oversight of major schemes.
As a result, the reshuffle signals a stronger focus on accountability, faster implementation, and closer monitoring of government projects under the Chief Minister’s leadership.
