Gujarat Cluster Development Scheme: Eligibility, Benefits, How to Apply for Artisan Support!

Gujarat’s artisans have long kept the state’s traditional craft identity alive — from hand embroidery and Bandhani to pottery, beadwork, woodwork, leather craft and handloom products. But many artisan families still face the same old challenges: limited capital, lack of modern tools, weak market access, low product visibility and difficulty in scaling their work. To address these issues, the Government of Gujarat runs the Cluster Development Scheme for artisans working in the handloom and handicraft sector. The scheme was launched in 2003-04 by the Industries & Mines Department, Government of Gujarat, with the aim of helping artisans grow through a cluster-based model.

What is a Cluster Development Scheme?

The Cluster Development Scheme is meant for artisan groups in Gujarat that are engaged in handloom and handicraft activities.

A cluster must have at least 25 artisans working and producing goods at one place. These artisans should be involved in micro or small enterprise-level activities and should be willing to work together for common development.

The scheme supports clusters in improving their product quality, skills, designs, productivity, technology use and market reach.

Why is Cluster Development Scheme Important for Artisans?

Many artisans in Gujarat work in small groups or family-based units. They may have strong traditional skills, but they often need support in areas such as:

Better product design

Markets are changing quickly. Buyers now look for traditional products with modern designs, better finishing and contemporary use. Under this scheme, artisans can get design development support from reputed institutions and designers.

Skill training

Training helps artisans improve their craft, learn new techniques, reduce wastage and improve product quality.

Common facilities

Many artisan groups cannot individually afford machines, tools, testing equipment, packaging facilities or shared workspaces. The scheme supports the creation of Common Facility Centres, where artisans can use shared infrastructure.

Marketing support

The scheme helps clusters promote their products through publicity, exhibitions, buyer connections, domestic markets and export-related support.

Financial support

Assistance such as margin money and managerial subsidy can help artisan groups manage working capital and operational needs.

Who can apply for Cluster Development Scheme?

The scheme is open to artisan clusters that meet the basic eligibility conditions.

Eligibility criteria

  • The applicant must be part of a cluster with at least 25 artisans.
  • The cluster must be engaged in handloom or handicraft activities.
  • The artisans must be working and producing goods at a common or designated location in Gujarat.
  • The cluster should be involved in artisan-based production activities.
  • The applicant must fall under the Micro or Small Enterprise category.
  • The artisans should be willing to participate in collective cluster development activities.

How to apply for Cluster Development Scheme?

The application process is offline. A representative of the cluster has to approach the implementing agency and submit the required documents.

Step 1: Approach the implementing agency

The cluster representative should approach one of the implementing agencies and request the prescribed application form.

The agencies may include:

  • Boards and corporations working under the Cottage Commissionerate
  • National Institute of Design
  • National Institute of Fashion Technology
  • SHRUJAN
  • SAHAJ
  • ICCED
  • Freelance designers
  • Gujarat Mahila Khadi Rashtriya Gramin Trust, which works as the nodal agency

Step 2: Fill the application form

The applicant must fill in all required details in the prescribed format.

The application should clearly mention the type of assistance required, such as training, design development, common facility centre, marketing support or diagnostic survey.

Step 3: Attach required documents

The applicant must attach all mandatory documents with the application form.

Step 4: Submit the application

The completed form must be submitted to the concerned implementing agency.

Step 5: Collect acknowledgement

Applicants should ask for a receipt or acknowledgement after submission. The acknowledgement should ideally mention the date and time of submission and a reference number, if available.

What happens after application?

After the application is submitted, the implementing agency assesses the cluster.

Field assessment

Officials or experts may visit the cluster location to check the actual work, production activity, number of artisans and infrastructure needs.

Diagnostic survey

A diagnostic survey may be conducted to understand the cluster’s challenges and growth potential.

Approval and support

If the cluster is found eligible, assistance is sanctioned as per the project plan and scheme guidelines.

Monitoring

The cluster may be monitored from time to time to ensure that the support is being used properly and the artisans are benefiting from it.

Documents required for Applying for Cluster Development Scheme

Applicants should keep the following documents ready before applying.

Documents needed at the application stage

  • Cluster formation certificate
  • List of participating artisans, with minimum 25 members
  • Identity proof such as Aadhaar card, voter ID or passport
  • Address proof
  • Business registration certificate, if applicable
  • Bank account details such as passbook copy or cancelled cheque
  • Project proposal for the specific assistance required
  • MSME registration certificate

Documents needed during verification

  • Product samples or photographs
  • Production evidence
  • Workshop or production area details
  • Facility documentation
  • Skill certificates, if available

Latest government updates around Gujarat’s Artisan Sector

The Cluster Development Scheme has become more relevant after Gujarat announced its New Cottage and Rural Industries Policy 2024.

The new policy aims to create around 12 lakh employment opportunities in Gujarat’s cottage and rural industries sector over five years.

The state government has increased the maximum loan support from ₹8 lakh to ₹25 lakh. The subsidy support has also been increased from ₹1.25 lakh to ₹3.75 lakh.

The policy also aims to increase the sales value of Gujarat’s handicraft and handloom products from around ₹460 crore to ₹1,500 crore in five years.

The government has also proposed skill development training for around 60,000 micro-entrepreneurs and e-commerce onboarding for around 5,000 artisans and entrepreneurs.

In addition, export support is expected to benefit around 2,500 artisans.

Gujarat’s artisan base in numbers

According to government data, India has a large artisan and handloom workforce.

Under the Pehchan Card Scheme, 31.14 lakh handicraft artisans had been registered across India as of June 30, 2023. Gujarat accounted for 1,37,816 registered handicraft artisans.

In the handloom sector, the Fourth All India Handloom Census reported 26.73 lakh handloom weavers and 8.48 lakh allied workers across the country. Gujarat recorded 10,179 weavers and 422 allied workers.

These numbers show why cluster-based support is important. It can help small artisans move from local, informal production to organised, market-ready enterprise models.

Why cluster-based development can help Gujarat artisans

A cluster gives artisans collective strength. It allows them to share resources, reduce costs and improve product quality.

For example, if 25 or more artisans work together, they can get access to shared tools, better design guidance, collective branding and larger market opportunities. They can also participate in exhibitions, improve packaging and connect with buyers more effectively.

This approach is especially useful for traditional crafts, where artisans may have excellent skills but limited business exposure.
